“We are not ready to give one more chance. Last night I received instruction that we are not agreeable,” Additional Solicitor General SV Raju appeared for the Personnel and Training Department (DoPT) and told the court.

The top court asked him to file an affidavit and said on Monday that it would hear the case.

The High Court has heard a plea from Rachna Singh, an aspirant for civil services, seeking a further attempt in examinations by the UPSC of those candidates who made their last attempt at the preliminary examination held in October 2020 and who skipped it because of the COVID-19 pandemic.

The Top Court directed the Center and the Union Public Service Commission (UPSC), on 30 September, to consider granting a further chance to candidates who were not permitted to attend the examination at the last Civil Services Exam in 2020. The top court also suggested an extension of the upper age limit.

The Department of Personnel and Training had told the Court on 26 October that the authorities had considered the issue of granting extra attempts to last-chance applicants.

On 11 January, the Additional Solicitor General (ASG) SV Raju told a bench headed by Justice AM Khanwilkar that the government and UPSC are actively considering the proposal that affected students should be given one more opportunity because of COVID-19.
